Ukrainian President Volodymyr Zelensky Declares Absence of Explicit Defense Guarantee from Partner Nations
President Zelensky has stated that Ukraine's partners in Europe have not given him sound guarantees that they will defend Ukraine in the event of a future Russian attack.
"I am asking this very question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.
These remarks follow a day after Britain and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.
However, comprehensive defense assurances have not been agreed. The US, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which involved some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron later said a significant number of soldiers may be sent.
Partner nations suggested that the United States would assume a leading role in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.
The Russian government has thus far remained silent on the declaration made in the French capital.
Russian President Vladimir Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukraine's land.
Zelensky's Shifting Tone
The UK Prime Minister characterized the joint statement as "an essential component of our commitment to stand with Ukraine for the foreseeable future".
He continued: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the years to come."
The Ukrainian leader praised that agreement as a "huge step forward".
Twenty-four hours afterward, however, he seemed more cautious.
"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when questioned if nations in Europe would defend Ukraine.
"But as long as we lack such binding security pacts - legally binding, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And should they materialize, you must ultimately depend primarily on your own strength."
Persistent Challenges and Fighting
Negotiations in Paris were also significant due to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
One envoy stated the allies "largely finished" their work on agreeing security protocols.
Last week, the President indicated a peace deal was "ninety percent complete".
Territorial concessions and security guarantees have been at the forefront of unresolved issues for negotiators.
Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to end the war.
Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.
Russian forces currently controls about 75% of the Donetsk region, and some nearly all of the neighbouring Luhansk. The pair of oblasts constitute the industrial Donbas region.
It has been intensifying attacks against Ukrainian cities - particularly targeting energy infrastructure. Moscow is also achieving slow progress in capturing more Ukrainian territory.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
