The Failure of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are waged: hopeful statements are issued from different nations. Significant resources is allocated on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, war remains the main instrument for achieving "peace".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability afforded by up-to-date information. From vantage locations, defense planes that had been dispatched to engage hostile guided weapons streaked across the sky – modern combat jets provided to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems engaged: several firings targeted at a incoming threat. This was a sophisticated defense system at work, presumably supplied through allied countries. Every deployment jolts you unexpectedly, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: perhaps the hostile projectile won't strike its target this time, sparing the city from devastation and further power outages.

Ongoing Risks

Soon after, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its target.

Periodically, this persisted until dawn. Kyiv awoke to the early updates: seven people killed, destruction and heating outages in numerous residences as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's vital need on Western support – a need that neighboring countries are evidently unprepared to replace in the short term.

Unsuccessful Negotiations

The comprehensive proposal from Washington provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new initiative from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually secure success. This pattern will, undoubtedly, endure.

Political Considerations

It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a principle understood by international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is unfeasible to compel Moscow to relinquish the territory that it already controls in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, American administration does minimal to deter Moscow, through statements or actions, from thinking that the current condition will not change more in its favour in the coming year.

Divergent Views

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but averting a total frontline collapse until situations evolve in its advantage.

Existing Situation

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: personal goals to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their task will now be much harder after current events, it remains very improbable that this will modify their basic position.

These two forces are influencing discussions.

Assessment and Future

It took a just a single week to terminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
